At the start of the game there are a a number of race and body types to choose from. They are all fairly equal and are better/worse at different things. So it will generally depend on your gameplay style. However if you are looking for our opinion, then Imperial would be the best race to choose or Breton, both of these races have increased damage with heavy weapons. While Breton also have 10% spell resistance and Imperial has +5% health restored from healing effects. A complete run down off all races and their buffs and perks can be found here:
