A solid and guaranteed way to find Metal Coat is to capture it off of a Magnemite. You’ll be able to find Magnemite wandering around the Grand Underground. This Pokémon appears in the Grand Underground pretty commonly, so you can expect to find it before you reach the end of the game. It all comes down to your luck. Magnemite does not require Metal Coat, but you can use it on other Pokémon, such as an Onix or a Scyther to evolve them into their second forms.
Alternatively, you can also find a Metal Coat when you reach Iron Island. When you step off the boat on Iron Island, proceed inside the house to speak with Byron. You can also unlock it at the Battle Tower, but it costs Battle Points.
